Proposed Revision of Airport Fees 2016 - 2019


Opening of the consultation procedure for the proposed revision of airport fees

 

Italian Decree Law D.L. 24/1/2012 n.1, passed into Law n.27 of 24 March 2012, transposition of EU Directive 12/2009/EC on airport fees, entrusts to the Italian Transport Regulation Authority (hereinafter ART) tasks of economic regulation and supervision, including the approval of tariff systems and airport fees.


SO.G.AER. S.p.A., Cagliari Airport management company, has therefore initiated the process of redefining the airport fees for the 2016-2019 period with Transition Year 2015 and Base Year 2014 drawing on the provisions of the “Model for the Regulation of Airport Fees for Airports with Traffic between 3 Million and 5 Million Passengers/Year" (hereafter referred to as “Model”) issued by ART.


The reason the system and the fees in force need updating stems from  the investment policy that the Management Company has undertaken in order to increase the airport infrastructure capacity and to improve the quality of the services offered to Cagliari Airport Users and to keep the facilities always up-to-date. The above mentioned airport development will be sustainably assured according to the highest standards both in terms of environment and security.


According to the “Model”, on May 4th 2016 SO.G.AER. S.p.A., Cagliari Airport Management Company, notified ART to have scheduled for 12th May 2016 the opening of the Airport Users’ Consultation regarding  the proposed revision of Airport Fees for the 2016-2019 Tariff Period.

 

With the notification published by ART on its own website (http://www.autorita-trasporti.it/delibere), the Users’ Consultation has been formally opened.

 

In accordance with provisions of Article 4 of the Model SO.G.AER. S.p.A. has prepared the "Consultation Document", which contains the following information/documentation:


• Duration of the Tariff Period
• List of services and infrastructures as of base Year in consideration of fees and payments received, subject to regolation (Attachment A)
• Global structure of admitted costs and profits from base Year related to infrastructures and regulated services to which Airport Fees are connected and evidence of the costs and revenue of the non-regulated activities considered together (Attachment B1);
• Traffic evolution forecast during the Tariff period (Attachment C)
• Application of Airport Fees Calculation Methodology
• Mechanisms and annual efficiency targets proposed for the Tariff period and their impact on operating costs
• Dynamics of proposed Fees for the Tariff period (Attachment D)
• Proposal for simplification and/or consolidation of basket of services
• Quality Plan (Attachment E) and Environmental Plan (Attachment F)
• Four-year Investment Plan (Attachment G)
• Current capacity of the airport and limits of use of the main infrastructure and existing airport facilities as of the base year and for the Tariff period
• Incremental fees expected during the period for the application of regulatory provisions.

 

How to access documentation

All documentation regarding the Proposed Revision of Airport Fees for the 2016-2019 Tariff Period is available to Users for the entire duration of Consultation Procedure.

 

Airport users* interested in obtaining information, clarifications, explanations and/or accessing documents concerning the Proposed Revision of Airport Fees, must follow the instructions below:

S.P.A., in consideration of the confidential information contained in the consultation document and its attachments, reserves the right to deny access in justified cases (e.g. users who do not qualify as interested parties in accordance with the law).

* An Airport User is defined as any subject, individual or legal person, involved in air transport of passengers, mail and/or cargo, to and from the airport in question. Cagliari Airport Users are the air carriers operating scheduled passenger flights, charter flights, cargo flights, general aviation flights, etc. that have operated at Cagliari Airport in 2015 and will continue to operate in 2016 or which plan to schedule flights for the next three years.

 
Public Hearing

Pursuant to chapter 3.4.3 of the Model, the Users' Public Hearing will take place at 10:30 a.m. on June 20th 2016 at the Cagliari Airport  Business Centre (2nd floor of the air terminal).


In order to allow SO.G.AER. S.p.A. to organize the meeting in a timely and accurate manner, Airport Users are kindly requested to confirm their participation no later than 1 p.m., June 10th 2016 by writing to This email address is being protected from spambots. Second Public Hearing

In compliance with chapter 3.4.3 of the Model, the Second Users' Public Hearing will take place at 11:00 a.m. on July 18th 2016 at the Cagliari Airport  Business Centre (2nd floor of the air terminal).


In order to allow SO.G.AER. S.p.A. to organize the meeting in a timely and accurate manner, Airport Users are kindly requested to confirm their participation no later than 1 p.m., July 14th 2016 by writing to This email address is being protected from spambots. The Second Public Hearing that began on July 18th 2016 was suspended at 4:40PM and will resume by means of conference calling on July 26th 2016 at 3:30PM.

 

Airport Users interested in participating are kindly requested to give notice to Cagliari Airport management company before noon on July 25th 2016, in order to allow the timely implementation of appropriate technical measures for the conference call.

 
Information related to art. 4.2 of the Model

• Business operation plan at Cagliari Airport for the 2016–2019 period
• Modification/confirmation of operating aircraft fleet for the 2016–2019 period
• Any proposal related to differentiation/articulation of current regulated fees
• Traffic forecasts for the 2016–2019 tariff period according to the enclosed table (download here or below)
 
Any additional information, and/or data received after the expiration of the above deadline, shall not be taken into consideration with reference to the Consultation Procedures.

 

Third Public Hearing

As indicated in Delibera ART 144/2016, SO.G.AER. S.p.A. has prepared the documentation referred to in paragraph 4.1 of Model 2 with the new tariff proposal amended in accordance with point 2 of the above mentioned Delibera.

Annual Airport Users’ Consultation 2018

 

SO.G.AER. S.p.A., Cagliari Airport management company, has redefined the airport fees for the 2016-2019 period drawing on the provisions of the “Model for the Regulation of Airport Fees for Airports with Traffic between 3 Million and 5 Million Passengers/Year" (hereafter referred to as “Model”) issued by ART.

In accordance with the provisions of Paragraph 5.2 of the above mentioned “Model”, SO.G.AER. S.p.A., Cagliari Airport Management Company has scheduled the Annual Airport Users’ Consultation for 22th October 2018 at 10:30AM at the Cagliari Airport Business Centre (2nd floor of the air terminal). All interested Users(^) are welcome to the public hearing.

The Annual Users’ Consultation is also valid for the purposes set in the Guideline Enac nr.2018/001 Ed.n.1 concerning the PRM fee.

During the Annual Airport Users’ Consultation, Cagliari Airport managing company will illustrate the Annual Information Document, in accordance with provisions of Paragraph 5.2 of the Model, and the PRM Annual Information Document, in accordance with provisions of Paragraph 6.2.1.1. of the Guideline Enac nr. 2018/001.

Starting from September 30th 2018 the Annual Information Document and the PRM Annual Information Document will be available for download. Users who already possess accessing credentials may use them to access documentation. Airport Users interested in obtaining accessing credentials, must follow the instructions below:

Annual Airport Users’ Consultation 2017

 

SO.G.AER. S.p.A., Cagliari Airport management company, has redefined the airport fees for the 2016-2019 period drawing on the provisions of the “Model for the Regulation of Airport Fees for Airports with Traffic between 3 Million and 5 Million Passengers/Year" (hereafter referred to as “Model”) issued by ART.

 

Moreover Cagliari Airport management company has obtained the certification of the PRM fee for year 2017.

 

In accordance with the provisions of Paragraph 5.2 of the above mentioned “Model”, SO.G.AER. S.p.A., Cagliari Airport Management Company has scheduled the Annual Airport Users’ Consultation for 25th October 2017 at 11:00AM at the Cagliari Airport  Business Centre (2nd floor of the air terminal). All the Users(^) who have operated at Cagliari Airport during 2017 are welcome to the public hearing.

 

The Annual Users’ Consultation is also valid also for the purposes set in Art.19 Comma 2 of the Programme Contract ENAC SOGAER concerning the PRM fee.

 

During the Annual Airport Users’ Consultation, Cagliari Airport managing company will illustrate the Annual Information Document, which, in accordance with provisions of Paragraph 5.2 of the Model, contains the following information/documentation:

 

- Progress of investments included in the 4 year plan and the related time schedule
- Variations (positive or negative) of the operating/managing costs that contribute to the definition of fees and charges
- Update/confirmation of annual tariff parameters K and V compared to the values estimated for the Transition Year of the Regulatory Period
- Level of quality and environmental protection indicators recorded in the previous year compared to the target values included in the “Quality and Environmental Protection Plan” for the same year
- Estimated year to date WLUs and Service Units
- Amount of fees calculated for the following year (year 2018)
- Update of the investments time schedule for the remaining years of the Regulatory Period
- Urgent interventions, if any, not included in the 4 year plan, that must be carried out in the remaining years of the Regulatory Period
- Date of call of the Users public hearing
