Opening of the consultation procedure for the proposed revision of airport fees

On December 18th 2019 SOGAER, Cagliari Airport management company, has notified ART that the opening of the Airport Users’ Consultation regarding the proposed revision of Airport Fees for the 2020-2023 Tariff Period with Transition Year 2019 and Base Year 2018 has been scheduled for February 3rd 2020, drawing on the provisions of the Model 2 issued by ART (Delibera n. 92/2017).

With the notification published by ART on its own website (link), the Users’ Consultation has been formally opened.

The need for the system and the fees actually in force to be upgraded stems from the investment policy implemented by SOGAER with the aim of improving the airport infrastructures and the quality of the services offered to Cagliari Airport Users and of keeping the facilities always up-to-date, in line with the highest international standards both in terms of environmental sustainability and security.

SOGAER has drawn up the "Consultation Document", which contains information and documentation in accordance with provisions of Article 4 of the Model 2.

How to access documentation

All documentation regarding the Proposed Revision of Airport Fees for the 2020-2023 Tariff Period is available to Users for the entire duration of the Consultation Procedure via link and is accessible by using credentials which can be obtained as described below.

Airport users* interested in receiving information, clarifications, explanations and/or willing to access documents concerning the Proposed Revision of Airport Fees need to:

  • Send an e-mail to sogaer.spa@legalmail.it indicating "PROPOSED FEE REVISION 2020-2023" in the subject line, with attached the confidentiality agreement (download here or below) duly filled out and signed by the Legal Representative.
  • Wait for the confirmation e-mails containing username and password

SOGAER, in consideration of the confidential information contained in the “Consultation Document” and its attachments, reserves the right to deny access in justified cases.

How to request information and/or clarifications

For further information and/or clarifications, please send an email with “PROPOSED FEE REVISION 2020-2023”  in the subject line to sogaer.spa@legalmail.it by March 6th 2020.

Public hearing

Pursuant to chapter 3.4.1 of the Model 2, the Users' Public Hearing will take place from 10:00 a.m. to 03:00 p.m. on March 13th 2020 at the Cagliari Airport Business Centre (2nd floor of the air terminal).**

In order to allow SOGAER to organize the meeting in a timely and accurate manner, Airport Users are kindly requested to confirm their participation no later than 1:00 p.m. March 6th 2020 by writing to sogaer.spa@legalmail.it indicating “PROPOSED FEE REVISION 2020-2023” in the subject line.

Second public hearing

In compliance with chapter 3.4.2-3 of the Model 2, the Second Users' Public Hearing will take place at 10:00 a.m. on April 7th 2020.

In order to allow SO.G.AER. S.p.A. to organize the meeting in a timely and accurate manner, Airport Users are kindly requested to confirm their participation no later than 1 p.m., April 2nd 2020 by writing to sogaer.spa@legalmail.it indicating “PROPOSED FEE REVISION 2020-2023” in the subject line.

SUSPENSION OF TERMS

With communication Prot. 4871/2020 of 03/27/2020, ART has communicated that "the deadline for the conclusion of the Consultation Procedure, aimed at revising the airport fees of the Mario Mameli airport in Cagliari- Elmas for the tariff period 2020-2023, is to be considered set for June 15, 2020 ".

Therefore the date for the Second Public Hearing, initially scheduled for April 7, will be communicated in compliance with the deadlines.

REOPENING OF THE PROCEDURE – SECOND PUBLIC HEARING

We inform you that the date for the Second Audition, initially scheduled for April 7, is postponed to May 27, 2020 at 10:00 am.

Airport Users interested in participating in the Second Public Hearing are requested to confirm it by 13:00 on 22 May at the e-mail address sogaer.spa@legalmail.it concerning "PROPOSED FEE REVISION 2020-2023".  This for organizational purposes and to have the link to access the conference.

For any information and  clarification please refer to "HOW TO REQUEST INFORMATION AND/OR CLARIFICATIONS" paragraph.

To access the documentation, that will be made available according to  article 3.4.2 Model 2,  please refer to "HOW TO ACCESS DOCUMENTATION paragraph.

Airport Users who have already signed and sent the Confidentiality Agreement in the previous phases of the procedure will be able to access the link using the same credentials.

POSTPONEMENT SECOND PUBLIC HEARING

We inform you that the date for the Second Public Hearing Audition, initially scheduled for May 27th 2020 , is postponed to June 5 th 2020 at 9:30 am.

Airport Users interested in participating in the Second Public Hearing are requested to confirm it by 13:00 on June 1st at the e-mail address sogaer.spa@legalmail.it concerning "PROPOSAL FOR RATE REVISION 2020 -2023 ". This for organizational purposes and to have the link to access the conference.

CLOSING OF THE CONSULTATION PROCEDURE FOR THE PROPOSED REVISION OF AIRPORT FEES

SO.G.AER. S.p.A., according to paragraph 5.1.1.point 3 of the Model 2 ART (Delibera 92/2017), has elaborated the definitive proposal on the level of airport fees for the period 2020-2023 (download here and attached) and declares officially the conclusion of the Procedure on June 15th 2020.

CLOSING OF THE DISPUTE RESOLUTION PROCEDURE (DELIBERA ART 207/2020) AND FINAL COMPLIANCE OF THE PROPOSED REVISION OF AIRPORT FEES (DELIBERA ART 25/2021)

SO.G.AER. S.p.A. has elaborated and recalculated the new proposal on the level of airport fees for the period 2020-2023 (download here and attached) according to Delibera ART 207/2020 and in compliance with the regulatory models approved with Delibera 92/2017.

*An Airport User is defined as any subject, individual or legal person, involved in air transport of passengers, mail and/or cargo, to and from the airport in question.
